Licences are obtained by whoever set up the site, filed, and forgotten. The first complete inventory a company builds usually surfaces expired licences it has been operating under.
Renewal lead time exceeds the renewal window
Several licences allow application only within ninety days of expiry, while the authority takes longer than that to process. Planning has to start before the window opens.
Conditions are unique per licence
Two plants making the same product under the same rules can hold consents with materially different conditions, because different officers issued them.
