Consent to Establish and Operate
Issued per site by the State Pollution Control Board with site-specific conditions, validity periods and renewal cycles that differ by state and category.
Environmental clearance conditions
Project-specific conditions from MoEFCC or SEIAA, with half-yearly compliance reporting obligations that continue for the life of the project.
Waste authorisations
Hazardous, e-waste, plastic, battery and biomedical waste — each under its own rules, with separate registration, manifests and annual returns.
Extended Producer Responsibility
Category-wise recycling targets on the CPCB portal, certificate procurement, and environmental compensation calculated per tonne of shortfall.

A consent order carries dozens of site-specific conditions. They are legally binding, unique to your site, and typically live in a PDF in a plant manager’s drive rather than in any register.
Environmental compensation is formulaic and severe
Shortfall against EPR targets is priced per tonne with no discretion. It is one of the few Indian regulatory exposures you can calculate exactly in advance — and very few organisations do.
Interpretation varies by regional office
The same rule is applied differently by different SPCB regional offices. Positions taken at one plant do not transfer to another, and nobody records why.
