Why it goes wrong

The failure modes we see most often

QCO timelines are short and the supply chain is long

A QCO typically allows six to twelve months. Getting a foreign supplier BIS-licensed takes most of that, and there is no relief for goods already ordered.

Certification is per factory, not per company

A supplier certified for one plant does not cover output from another. Supplier changes silently break compliance.

Labelling is state-enforced

Legal Metrology is enforced by state controllers who inspect locally and interpret differently, so a pack approved in one state gets challenged in another.
