Strong on RBI, weak on the Factories Act — until both were in one register

A lender brought RBI master directions, DPDP, state labour obligations and branch licensing into a single register, and found its non-financial compliance was substantially worse than its financial compliance.

The challenge

Where they started

The compliance function was well resourced against RBI and tracked master direction amendments closely. Everything else — shops and establishments registration across 240 branches, professional tax, POSH committees, e-waste EPR on IT assets, and DPDP obligations on customer data — was distributed across HR, admin, IT and legal with no consolidated view and no owner for several items.

The approach

What we did

  • Built one register spanning sectoral and cross-cutting obligations rather than treating RBI as the whole scope
  • Scoped branch-level labour and municipal obligations to each of 240 locations by state
  • Mapped RBI IT Governance Directions, DPDP and CERT-In cyber obligations into families so one control set discharged several
  • Established the digital lending obligations flowing to lending service partners, with attestation
  • Gave internal audit independent read-only access for planning
“We were excellent at RBI and genuinely poor at the Factories Act canteen rules for our own back office. One register made that visible, which was uncomfortable and necessary.”
